The premise

Here’s the bit.

A shopper reluctantly accepts a T-shirt bearing the name of a harbour patrol. Wearing it draws the attention of uniformed officers who treat the slogan as a binding commitment. His protests achieve little as he joins other confused civilians, receives an escalating list of harbour duties and finds himself drafted into a response to approaching pirates.
