24 Is the Highest Number
The setup
The premise
Here’s the bit.
In a cramped Italian social club, Don Corelli tries to read his racing form while his men squabble over which number is the biggest, and he settles the matter by declaring that nothing goes past 24. The ruling falls apart almost immediately: a cannoli delivery leaves him explaining a tip that exceeds his own limit, and every apology or attempt to agree slips another larger number into the room. Each new figure pushes the boss further, until his frustration turns violent and only one bewildered mobster remains to be sent out to spread the official word.

Highly quotable.
24 is the highest number, and that's it. Let it go.
Well, you said 45, and 46 is bigger. It's one more.
A little extra
Notes from the archive.
Wikipedia's episode rundown lists this restaurant scene as "Mafia Mathematicians", followed by a "24 Is the Highest Number / Marching Band" link in which the decree spreads beyond the club.
