The setup
The premise
Here’s the bit.
Count Floyd opens Monster Chiller Horror Theatre promising that this week's feature, Blood-Sucking Monkeys from West Mifflin, Pennsylvania, will finally scare the kids at home. When he calls for the film, a stagehand quietly tells him the station doesn't have it. Floyd insists the picture was truly frightening and an award winner, and decides to recount it himself. Making it up as he goes, he describes monkeys dropped from a rocket that grow huge, devour local farmers, ride a freight train to Sewickley and burrow into victims before bursting out of chatty Pittsburghers, until the military has to bomb the city to stop them. He swears the real movie is better, promises a proper film next week and signs off with his wolfish howl.

Notes from the archive.
According to the SCTV Guide, Joe Flaherty improvised this installment at the end of taping for Series 3, and it sat unused until this February 1982 episode. Wikipedia singles it out as the notable occasion when Floyd's film failed to arrive and he made up the whole plot himself.
