The premise
Here’s the bit.
The Chancellor sets out spending plans for buses and the NHS, then casually reserves an enormous sum for compensation. When reporters ask what the money is for, his evasive reassurances only expose more reasons for alarm. A question about future concerns unearths a literal pipeline problem, followed by unsettling advice about toasters and public phone boxes. Each attempt to calm the room makes the unexplained crisis sound stranger.
