The premise
Here’s the bit.
Calvin Brogue and Morris Coughlin address their fellow members with all the ceremony of a serious parliamentary debate. Their speeches quickly become elaborate sexual taunts about each other’s wives, with every double meaning spelled out for the chamber. When one speaker finally runs out of material, he falls back on parliamentary procedure.
