The premise

Here’s the bit.

White Spy folds a paper boat and lowers it into the gutter on a string. Black Spy follows the lure through a storm drain and along the underground pipes, only to surface in White Spy’s toilet. With his rival stuck in the bowl, White Spy retrieves the boat and pulls the flush chain.
